摘要
文章以相关高水平科技人才评估基本理论为基础,采用综述分析方法,并参考相关文献,借鉴国内外经验,结合我国"双一流"建设人才引进实际情况,作出相应述评和提出建议:现有引进人才评估指标相对较为静态,主要集中在引进前的人才评估,考核的内容主要反映人才被引进以前所取得成绩和能力;同时对人才引进的考核也没有体现分层次考核或分类别考核的思想,考核内容单一,存在考核指标不适用的问题。而"双一流"大学的人才引进应是一个动态的过程,对于引进人才的评估应该涵盖引进前评估、引进中评估和引进后评估3个阶段,评估的内容和指标也应体现不同评估阶段的特点;同时,评估指标的设立也应针对不同层次、不同类别的人才设立,即评估指标要具有灵活性和针对性。
The basic theory of this paper is mainly related to the high level of scientifi c talent assessment.This paper uses the methods of review and analysis,reference to relevant literature,combined with the actual situation of World class university construction and talent introduction in china.Finally,this paper puts forward the corresponding countermeasures and suggestions.The existing evaluation index of talent introduction is relatively static and mainly focused on the achievement and ability before talent introduction.At the same time,the introduction of talent assessment does not refl ect the hierarchical evaluation or classifi cation assessment ideas.The evaluation of"world class"university's talents should be a dynamic process.The assessment should include the introduction of the former evaluation,mid-term evaluation and post-assessment.The content and index of assessment should also refl ect the characteristics of different stages of evaluation.Moreover,the establishment of evaluation index should be set up for different levels and different types of talents and the evaluation index has the fl exibility and pertinence.
