“双高”建设背景下高职院校高层次人才队伍建设研究——基于长三角地区“双高”院校人才引进政策文本的分析 被引量:5

摘要 “双高”建设迫切需要一大批高水平师资力量的引领和带动,作为核心支撑的高层次人才被寄予高质量发展的重要期待,各高职院校求贤若渴,纷纷出台高层次人才引进政策。基于政策文本的分析,发现高职院校高层次人才引进呈现人才政策目的趋同、人才类型划分精细以及个体与团队相结合的特征,同时也存在“引进标准学术化”“待遇差异两极化”和“管理考核空心化”的现实问题。围绕“双高”建设既定战略目标,高职院校需探索柔性引智模式,完善配套政策制度,优化评价考核机制,创设良好发展环境,既“重引进”,也应“重培养”“重管理”和“重服务”,以形成“引得进、留得住、发展好”的良好人才发展生态。 The construction of“double-high plan”urgently needs the guidance and drive of a large number of high-level teachers.As the core support,high-level talents are placed with important expectations for high-quality development.Higher vocational colleges are eager for talents and have introduced high-level talent introduction policies.Based on the analysis of policy texts,it is found that the introduction of high-level talents in higher vocational colleges is characterized by the convergence of talent policy objectives,the fine division of talent types and the combination of individuals and teams.At the same time,there are also practical problems such as“academization of the introduction standards”,“polarization of salary differences”and“hollowing-out of management assessment”.Focusing on the established strategic goals of“double-high plan”construction,higher vocational colleges need to explore flexible talent introduction modes,improve supporting policies and systems,optimize evaluation and assessment mechanisms,and create a good development environment.Higher vocational colleges should attach importance to the introduction,cultivation,management and service,so as to form a good talent ecology of“introduced,retained,and developed well”.
