摘要
文章系统论述了我国区域规划的发展过程，将这一过程分为初创和中断、重要性凸显、市场转型、趋同和失效、规划体系改革五个时期。文章认为，面对中国城市和区域发展问题，需要强化空间规划的重要地位和作用，在现有空间规划体系改革试点的基础上，建立健全我国“1+X”空间规划体系。以区域发展总体规划为统领，以规划编制背景、上级和本级政府确定的发展目标与策略、功能定位、发展规模、经济和社会发展条件以及自然资源开发和保护为基础，通过构筑“与自然和谐共生”平台，搭建循环经济和产业发展平台，编制重点功能板块概念规划，从而实现“一个政府、一本规划、一张蓝图”的空间规划体系设想。
The article systematically reviews the process of regional(spatial)planning in China.The process is divided into five periods:start-up and interruption,highlighting importance role,transformation under the market system,convergence for multi-plans and planning failure,and rebuilding of the spatial planning system.This research also holds that it is necessary to strengthen the important position and role of spatial planning in order to finding out solutions for the problems of China5s urban and regional development.Based on the pilot reform of the existing spatial planning system,China’s urban planning system will be perfected by laundiing the“1+X”spatial planning system,with“1”being re-gional development planning and“X”being the other spatial planning,sudi as economic develofttnent plan,urban conqjrehensive plan,and environmental plan.The regional development planning put stress on development areas,and the concept plans should be based on the development goals and strategies,the economic and sodal developmait conditions as well as the nature and ecological conditions,in order to achieving the idea of wone govanment,one plan,one blueprint”spatial planning system.
