摘要
自十八届三中全会首次提出建立空间规划体系以来,构建全国统一、相互衔接、分级管理的国土空间规划体系逐渐成为当下规划改革与转型的焦点。从历史与现实原因分析,我国现行规划体系问题诸多,难以适应国家经济社会发展需要。基于此,笔者从行政管理、战略部署、规划编制和法制监管四个方面提出建立统一健全国土空间规划体系的优化建议,以期为提升国家治理能力提供参考。
Since the Spatial planning system had been mentioned at the Third plenary session of the 18th central committee, it has become the focus that We will establish a unified, interconnected and graded territorial space planning system. Analyzing from historical and realistic reasons, there are lots of problems in the current planning system, which is difficult to meet the needs of the country's economic and social development. Therefore, the author puts forward some positive suggestions In four aspects- administrative management, strategic deployment , planning and legal supervision-to provide reference for improving national governance capacity.
