摘要
政府转型是现代政府的必修课。自改革开放以来,学界对于政府转型的讨论从未停止,主要从政府转型演进轨迹、政府转型的动因、政府转型与政府职能转变关系、政府与社会的关系、地方政府转型问题、政府未来转型的趋势等方面开展了研究。政府转型为政府职能转变问题的研究提供了新视角,政府转型应坚持公共精神的基本导向,要把握好价值转变问题、方向转变问题和取向转变问题。
Government transformation is a necessary course for modern government.Since the Reform and Opening Up,the academic discussion of government transformation has never stopped.The aspects of government transformation,the motive of government transformation,the relationship between government transformation and the transformation of government functions,the relationship between government and society,the transformation of local government and the future trend of government transformation have been fully analyzed.The government transformation provides a new perspective for the study of the transformation of government functions.Government transformation should adhere to the basic guidance of public spirit and grasp the problemof value change,direction change and orientation change.
