摘要
受内外因素影响,高校学术不端、学术腐败的学术失范问题愈演愈烈,治理学术失范行为既需要内在驱动力,又离不开外在监管。基于国内外学术监督研究概述,从学术活动特征与规律分析着手,分析学术主体行为的特征与策略;区分学术不端与学术腐败不同性质的学术失范问题,构建学术主体自律、高校内部管理、社会中介监督、专门机构治理的多层次高校学术监督体系,架构区别有度的高校学术监督制度与政策;设计科学合理的引导、规范与惩治相结合的高校学术监督运行机制;形成高校学术监督运行机制理论体系,将有效指导高校学术监督实践,促进学术自由和学术繁荣。
Under the influence of internal and external factors,the academic and academic corruption in Colleges and universities has become more and more intense.The control of academic misconduct requires not only the internal driving force,but also inseparable from the regulation.Based on the summary of domestic and international academic supervision,the paper analyzes the behavior characteristics and Strategies of academic subjects fromthe characteristics and rules of academic activities.The academic misconduct of academic corruption and academic dishonesty is distinguished,and the multi-level academic supervision system is constructed,which includes build self-discipline,the internal management of colleges and universities,the academic subject social intermediary supervision,specialized agencies governance.The difference degree of university academic supervision system and policy is architecture.The university academic supervision mechanism of the combining of scientific and reasonable guide,specification and the punishment is designed.The academic theoretical system is formatted,which will effectively guide college academic supervision practice,and promote academic freedomand academic prosperity.
