摘要
权能分裂引发责权错配,成员国利益和价值分歧加剧团结和共识危机,以及政治和社会分裂产生的认同危机是欧洲一体化面临的三重深层困境。危机和困境不仅重塑欧盟一体化认知,促其日趋务实,还强化了次区域合作态势和意愿联盟的形成,推动"多速欧洲"成为一体化路径的方向性选择。但是,面对分裂的政治和社会形势,欧洲一体化的"多速"路径仍面临诸多不确定性和挑战。鉴于当前欧盟缺乏共同推动一体化的政治和社会环境,如果"多速欧洲"难以有效推进,欧盟的未来虽不会重回民族国家状态,亦只能在"照旧模式"下探索"少做高效"的可能。
EU integration under the context of multiple-crisis and its reshaping approach Jin Ling Institutional deficiencies from the division of sovereignty,internal discrepancies on interests and values among member states and identity crisis rising from political and social division are the fundamental dilemmas of the currently crisis plagued EU on its way of integration.The Crisis and dilemmas have not only shaped EU’s self-perception towards integration but also strengthened sub-regional cooperation and'coalition of willing'building trend inside EU,which has promoted the'multi-speed Europe'to become a prioritized way to further integration.However,with a socially and politically divided EU,the multi speed approach will also definitely have lots of uncertainties and challenges.Under the current political and social context,it’s highly impossible to have 27 member states together for further integration,so if'multi speed'Europe did not work,the EU would have to find the way to'do less more efficiently'while carrying on the'muddle through'approach because of the impossibility to go back to nation-state situation.
