摘要
本文以宁波口岸为例,通过回顾既往宁波海关口岸疾病防控体系建设成效和存在问题,分析其他国家和地区疾病防控体系值得借鉴的内容,探索如何通过口岸疾病防控体系现代化建设,围绕口岸公共卫生治理、公共卫生风险防控、卫生应急、技术支撑和人才队伍开展建设,进一步强化海关防范和应对国门生物安全风险的能力,持续提升口岸公共卫生治理体系和治理能力现代化水平,为下阶段海关全面推进口岸疾病防控体系现代化建设提供参考借鉴。
This paper takes Ningbo port as an example,by reviewing the previous achievements and existing problems of construction of Ningbo Customs’port disease control and prevention system,and learning the experience of other countries’disease control and prevention system,to explore how to through implementing modernization of port disease control and prevention system,focusing on construction of port public health governance,public health risk prevention and control,health emergency,technical support and talent team,to further strengthen the capacity of preparing and responding to frontier biosafety risk,to continuously enhance the level of modernization of port public health governance system and capacity,and to provide reference for fully promoting construction of port disease control and prevention system.
