摘要
科技创新政策是政府营造创新环境、引导科技创新的主要手段。本文聚焦于上海市科技创新政策,采取实证研究方法,收集检索了1980年至2015年中央政府和上海市地方政策出台的科技创新政策217份,以内容分析法为研究视角,量化评估政策主体、政策主题和政策作用面等相关内容,剖析制约本市科技创新的法律障碍和现实问题,提出应进一步健全科技立法体系,依据上海市地方科技发展需要进行立法,及时开展科技立法的废改立工作,关注科技立法的重点领域和薄弱环节,大力推进科技创新政策的可实施性,健全法律责任以及增强制度刚性。
Science and technology innovation policies are major measures that the government takes to create a nurturing environment for science and technology innovations.This paper examined 217 science and technology innovation policies issued by the central government and Shanghai government between 1980 and 2015.Through quantitative research methods and content analysis,this paper studies policymakers,policy themes and policy impacts,and investigates the legal obstacles and practical constraints against science and technology innovations.This paper proposes that the Shanghai government should review and revise legislation on science and technology innovation periodically,focus on key issues and the weakness of science and technology legislation,promote practicability of science and technology innovation policies,and enhance legal responsibility of the system.
