摘要
在对中国、美国、日本及中国台湾地区四所案例大学的投入模式进行比较分析后发现,中国在建设世界一流大学的过程中逐渐形成以中央政府主导、重点建设经费支持为特色的投入模式,在经费来源结构、学费收入体系、科研经费配置等方面仍存在进一步优化的空间。在"双一流"建设过程中,应保障公共经费投入总量稳定增长,积极推动重点建设经费的动态支持,实现经费来源多元化,积极建构质优价高的学费收入体系,增加科研经费中的竞争性经费比例。
Comparing four world-class universities from China's Mainland,the United States,Japan,and China Taiwan,it found that the China mode of world-class university finance featuring central government-driven input and excellence initiatives,is generated gradually.In order to build a number of world-class universities and world-class disciplines,several issues which need to be improved are funding sources,tuition system,research funding allocation,and so on.Specifically,China's Mainland should increase the public funding for world-class universities steadily,encourage performance-oriented excellence initiatives,diversify university funding sources,establish a rational standard of the tuition of world-class universities,and increase the proportion of competitive research funding.
