摘要
协商是传统乡村社会治理的重要方式。从协商到协商民主,标志着基层协商民主的制度化发展。成都彭州市开展的社会协商对话,构建了县、镇、村三级联动的社会协商机制。这实际上是以县为单位,在国家提出健全社会主义协商民主顶层设计框架下的中层设计。经济、政治、社会条件,应纳入中层设计的现实考量。推进基层协商民主的制度化发展,需要顶层设计使其高屋建瓴,中层设计使其切实可行,基层探索使其落地生根,并在动态设计中不断完善协商民主制度。
Deliberation is an important way of traditional rural social governance. The evolution from delibera- tion to deliberative democracy symbolizes the mature development of deliberative democracy at the grassroots level. Pengzhou city developed a social deliberation and dialogue pattern, and constructed a social deliberation mechanism linking county, town and village, which actually is the middle-level design under the top-level design of the socialist deliberative democracy. The development of deliberative democracy in rural community should take economic, political and cultural situation into consideration. To promote the institutionalized development of grassroots deliberative democracy, it is necessary make top-level design strategic, make middle-level design fea- sible, and make grassroots exploration effective. By doing so, the democratic system can be continuously improved and devoleped in dynamic design.
