摘要
文章从县域土地资源最优配置条件的理论分析入手,构建县域土地资源配置效率测度模型,以山东省沂源县为例,测算2005—2015年该县土地资源配置效率,得出我国县级层面的土地资源配置存在一定程度的效率损失。基于此,分析了县域土地资源配置效率损失的原因,并探讨提高土地资源配置效率的可行优化路径,包括：研究结合农用地生态效益评估的指标分配技术方法;构建指标再分配机制与机动指标奖励机制促进指标分配的再优化;规范县域土地资源配置秩序,实现每个县域一套指标引导土地资源配置;引入市场机制搭建土地发展权转移与交易平台弥补政府干预造成的土地资源配置效率损失;优化土地资源管理方式缩小土地资源分用途收益差距等。
This paper starts with the theoretical analysis of optimal allocation of land resources at the county-level, and builds models to measure its land resource allocation efficiency. Then we choose Yiyuan County in Shandong Province as an example, calculating its efficiency of land resource allocation between 2005 and 2015. The results indicate the following： County-level suffered efficiency loss in land resources allocation. On that basis, this article analyses the reasons for the loss and discuss the optimization paths to improve it. The optimization paths include： The technology of index distribution based on the evaluation of ecological benefits of agricultural land should be researched and indicator redistributive mechanism, and motor indicator rewarding mechanism to promote the optimization of index allocation should be constructed. And we should realize a set of indicators in each county to guide land resource allocation at the county level by regulating the allocation order. At the same time, introducing market mechanism to build land development right transfer and exchange platform to make up for the loss of the allocation of land resources caused by government intervention and optimizing the management of land resources to narrow the income gap of land resources between different uses are effective ways to improve the efficiency.
