摘要
产业扶贫是我国长期扶贫开发实践中逐步形成的专项扶贫开发模式之一。根据其对贫困人口的作用机理,可将实践中各地政府多样化的产业扶贫活动归纳为产业发展带动扶贫模式、瞄准型产业帮扶模式和救济式产业帮扶模式。调研发现,产业发展带动扶贫模式的精准性不足,贫困农户难以受益,可在产业发展基础过于薄弱的贫困地区开展;救济式产业帮扶模式无助于贫困人口可持续发展能力的提高,背离了产业扶贫的本质是"能力扶贫"的初衷,不应成为产业扶贫的主导模式;瞄准型产业帮扶模式有助于贫困农户提升可持续发展能力,应成为今后产业扶贫的主要模式。
Industrial poverty alleviation is one of the special poverty alleviation development models gradually formed in China＇s long-term poverty alleviation and development practice. According to its mechanism of action on the poor,the diversified industrialization poverty reduction activities in practice can be summarized as three models： poverty reduction driven by industrial development,targeted industry assistance and relief industry assistance. The survey finds that the accuracy of the poverty reduction driven by industrial development is insufficient,and it is difficult for poor farmers to benefit from it. It can be carried out in poverty-stricken areas where the industrial development foundation is too weak. The relief industry assistance should not be the dominant model of industrialization poverty reduction,because it does not contribute to the improvement of the poor farmers＇ sustainable development capacity,and it deviates from the capacity poverty reduction,which is the essence of industrialization poverty reduction. The targeted industry assistance model will help poor farmers to enhance their sustainable development capabilities and should become the main model of industrialization poverty reduction in the future.
