摘要
保护性开采特定矿种作为国家法律规定的一类特殊矿种,其战略定位具有重要意义。本文从保护性开采特定矿种的法定含义入手,从我国资源优势视角出发,对"保护性开采特定矿种"、"战略性矿产资源"、"优势矿产资源"和"关键性矿产"等概念做出界定,探讨了新时期设立保护性开采特定矿种的目的及其战略定位,同时就该类矿种的管理提出了方向性建议。
Protective minerals,as a special type of mineral by laws,are significant in national strategy.This paper starts with the definition of protective minerals by laws and regulations,from the perspective of China＇s resource advantages,distinguishes the concepts of ＂protective minerals＂,＂strategic mineral resources＂,＂advantageous mineral resources＂and ＂criminal minerals＂,and discusses the purpose of protective minerals and its national strategy in the new period,at the same time,proposes the directional advices on the management of such minerals.
