摘要
习近平新时代中国特色社会主义思想,是马克思主义中国化最新成果,其内涵十分丰富,包含一系列重大理论创新,"权力分工协调"理论是其中一个重要方面。习近平总书记以全新的视角论及中国人民代表大会制度所蕴含的权力结构,明确提出"权力分工协调"理论,强调国家机关实行决策权、执行权、监督权既合理分工又相互协调。本文梳理了这一理论的形成过程,阐述了其基本内涵及体现的重要原则,分析了中国特色的"权力分工协调"理论与西方议会制国家"权力分立制衡"思想的主要区别,总结了党的十八大以来"权力分工协调"理论的最新实践和探索,并展望了党的十九大之后这一理论的实践方向。
Xi Jinping thought on socialism with Chinese characteristics for a new era is the latest achievement of Marxism in China. Its connotation is very rich and contains a series of significant theoretical innovations. The ＂division and coordination theory of powers＂is one of the important aspect. General Secretary Xi Jinping with a new perspective on the power structure embodied in the system of the Chinese People＇s Congress,clearly put forward the ＂ division and coordination theory of powers＂,and stressed that the state organ have the powers of decision-making,execution and supervision which are both reasonable division and mutual coordination. This paper sorts out the formation process of this theory,expounds its basic connotations and the important principles,analyzes the main differences between the ＂division and coordination theory of powers＂with Chinese characteristics and the ＂separation of powers and the system of checks-and-balances＂in the western parliamentary system,summarizes the latest practices of the ＂division and coordination theory of powers＂since the 18 th CPC National Congress,and looks forward to the practical direction of this theory after the19 th CPC National Congress.
