摘要
党的十九届四中全会将"坚持和完善党和国家监督体系,强化对权力运行的制约和监督"作为推进国家治理体系和治理能力现代化的重要方面,开创了党和国家监督现代化的新境界。坚持和完善党和国家监督体系,蕴含着中国共产党从一元监督、二元监督、多元监督到体系监督的历史逻辑;执政党集中统一领导,人民享有权力且有监督权力和推进国家治理体系与治理能力现代化的理论逻辑;"以党的统一领导为核心,以党内监督和监察监督为主导、以人大监督和行政监督为主责、以人民政协和民主党派监督为常态、以司法机关监督和法治权威监督为保障、以群众监督和舆论监督为基础"的实践逻辑。
At the fourth plenary session of the 19 th CPC central committee,"upholding and improving the party and state supervision system,and strengthening the restriction and supervision of the restriction of power" was regarded as an important aspect of promoting the modernization of the country’s governance system and governance capacity,which opened up a new realm of the modernization of party and state supervision.Adhering to and improving the supervision system of the party and the state contains the historical logic of the CPC from unitary supervision,dualistic supervision and pluralistic supervision to systematic supervision.And contains the theoretical logic of the centralized and unified leadership of the ruling party,the people possess power and supervise power and promoting the modernization of management system and management ability.It fully embodies the practical logic of "taking the unified leadership and intra-party supervision of the party as the core, the supervision of the state supervision and state organs as the leading role,the supervision of the CPPCC and democratic parties as the normal state,the supervision of judicial organs and the rule of law as the guarantee, and the supervision of the masses and public opinion as the basis".
