摘要
为保障油气管道安全可靠稳定运行,在介绍管道完整性管理技术形成的背景、内容及美国管道完整性管理实施流程的基础上,分析了造成美国管道事故的原因,以及美国管道完整性管理的实施经验、投入与成效。最后从完善管道运营的相关法律、法规,强化油气管道运行的安全技术研究,建立管道动态运行管理数据库、事故案例库,加强油气管道安全预警技术开发及应用,提高信息化、科技化水平等方面提出了建议和设想,为我国管道运营及管理者实施管道完整性管理提供借鉴。
In order to ensure the safe, reliable and stable operation of oil and gas pipeline, the causes of the pipeline accidents in America, and the American experience, investment and effect in pipeline integrity management are analyzed based on the introduction of the background, content and implementation process of American pipeline integrity management technology. Finally, some proposals and ideas are proposed from improving the relevant laws and regulations of pipeline operation, strengthening the security technology of the oil and gas pipeline, strengthening the development and application of oil and gas pipeline safety early warning technology, improving the information and technology level of pipeline management, etc., to provide reference for the implementation of pipeline integrity management in our country.
