摘要
【目的/意义】通过分析政府数据开放的主要影响因素及各因素间的复杂关系,找出影响政府数据开放的直接因素、间接因素以及深层次基础因素,用以全面提升政府数据开放水平。【方法/过程】利用解释结构模型法,构建政府数据开放影响因素的关系结构模型,并对影响我国政府数据开放的12个主要因素之间的内在联系进行验证与解析。【结果/讨论】研究表明,政府数据管理机构、数据开放统一平台是政府数据开放最为直接的影响因素,政府数据开放理念、政府数据开放评价机制、战略规划与政策支持等是中层间接影响因素,新一代信息网络技术的发展是政府数据开放的深层次原因。
【Purpose/significance】By analyzing the main determinants of open government data and the complicated relationship among various determinants, to find out the direct factors, indirect factors and deep underlying factors that influence open government data, so as to comprehensively improve the government＇s data openness.【Method/process】Using the interpretative structural modeling method, we construct a relational structure model of determinants that influencing the open government data, and the internal relations among the 12 main factors that affecting the China＇s open government data are verified and analyzed.【Result/conclusion】The result show that government data management agency and unified platform for open data are direct influence factors; the concept of open government data, the evaluation mechanism of open government data, strategic planning and policy support are intermediate and indirect determinants; the development of new generation information network technology is essential determinant.
