摘要
图书馆在政府开放数据中是先驱者、平台搭建者、生态系统良性循环的保障者、跨界融合和破解重塑的推动者。构建图书馆在政府信息公开中的作用模式、图书馆在政府数据开放中的运作模式,并在政府数据开放建设下图书馆合作治理的霍尔模型进行对比可以发现图书馆的角色变化,从信息管理者转变为数据治理者,从信息公开渠道转变为多元主体跨界交流中心,并在知识产权保护中承担着重要责任。
The library plays the role as a pioneer,platform builder,guarantor of the healthy ecosystem,promoter of cross-border integration and reconstruction in government data opening.Changing roles of the library could be revealed by building the action mode in government information disclosure,operating mode in the government data opening,and comparing Hall Model of library cooperative governance in the construction of government data opening.The library transformed from an information manager to a data controller,from an information disclosure access to a multi-agent cross-boundary communication center,and assumed important responsibilities in intellectual property protection.
