国有科研事业单位科研人员激励机制研究 被引量:20

Research on the Personal Incentive Mechanism in Chinese Scientific Research Institutions

摘要 近些年来,为了激发科研事业单位的创新活力,政府进行了一系列改革探索,一是改革工资水平决定机制,提升科研人员工资待遇。二是增加科研人员收入渠道,提高物质保障水平。三是简化事务性工作,让科研人员将更多精力投入到科学研究中。四是给予科研工作和科研人员更多的灵活性。五是给予科研人员更多的发展空间。然而这些政策更多是适用于应用研究领域,对于自然科学中的基础研究和人文社科领域效果不明显。总体上看,主要由政府举办的科研事业单位,特别是政府与科研事业单位基本关系模式并没有发生实质性变化,科研事业单位自主性较大程度上受限,在人员激励机制上还难以适应创新驱动发展战略的要求。今后需要在国家层面为科研事业单位创造良好的人才激励制度环境。在事业单位层面要有效落实国家激励政策,形成差异化激励制度。在科研团队层面要创新科研团队的有效激励,将个人和团队激励结合。 In recent years, in order to stimulate the innovation vitality of scientific research institutions, the government has carried out a series of reform and exploration: first, to reform the wage level decision mechanismand raise the salary of researchers; second, to increase the income channel of scientific research personnel andraise the level of material security; third, to simplify transactional work and allow researchers to devote more energy to scientific research; fourth, to give more flexibility to scientific research and researchers; fifth, to give researchers more room for development. However, these policies are more applicable to application-oriented research fields, which are not obviously useful in basic research in natural sciences and social sciences. Overall,the situation that scientific research institutions are mainly held by the government, especially the basic relationmode between government and scientific research institution have no substantive changes, limitation of scientific research institution autonomy also exists to large extent. Staff incentive mechanism is difficult to adapt to the re-quest of the development strategy of innovation drive. In the future, at the national level, we need to createa fa-vorable environment for scientific research institutions to createa good talent incentive system. At the institutional level, we should effectively implement national incentive policies and form a differentiated incentive system. At the research team level, we should innovate the effective incentive of the scientific research team, andcombine the individual and team incentive.
