摘要
新时代"一带一路"倡议坚持走出去和引进来等战略思维,将有力促进中欧贸易伙伴关系。中欧班列是畅通"新丝绸之路"、加强中欧合作的重要载体,但因其时空跨度大及相关国家运输法体系适用不同、通关手续烦琐、费用过高、轨距标准不一致等问题,在实际建设中存在困境。本文以问题为导向,提出合理运用过境自由条约、在实践中主导和引导形成运输惯例及规则、推动签订双边和多边国际运输协定、建立健全国际运输规则磋商协调机制等系列设想。
＂The Belt and Road Initiative ＂ will promote cooperation between China and the EU by integrating the strategic measures for ＂bringing in＂and ＂going out＂in the new era. The ＂China Railway Express＂service,seen as the＂Belt and Road on rail＂,helps to boost connectivity between China and the EU.However,the practical construction will be hard because of the distance,national transportation system,customs clearance,gauge standard and high cost. Based on the analysis of the existing problems,this paper puts forward the reasonable use of free trade treaties,leading and guiding the formation of transport rules of multi-agreements or bilateral agreements, establishing and perfecting the negotiation and harmonizing mechanism of international transportation rules.
