摘要
国家"十三五"规划提出,"要贯彻精准扶贫、精准脱贫的基本方略,坚决打赢脱贫攻坚战"。文章在梳理教育扶贫、文化扶贫理论关系的基础上,以教育精准扶贫的视角,从"扶志、扶知、扶智"三个维度出发,从乡村教育教学、文化建设、乡村治理、技能提升等方面展开研究,提出了四种策略:助力乡村教育,扶贫先扶智;发展乡村文化建设,助力文化扶贫;协同联动,优化乡村治理体系;多管齐下,提供农牧技术支持。以提高脱贫内生动力,助力甘肃省少数民族地区脱贫减贫。
The 13 th national "five-year plan" proposes that "the basic strategy of precision poverty alleviation and anti-poverty should be implemented to win the fight against poverty". On the basis of analyzing the theoretical relationship between educational poverty alleviation and cultural poverty alleviation,from the perspe ctive of educational poverty alleviation and three dimensions--assisting aspiration,assisting knowledge and assisting technology, this paper focuses on rural education, cultural construction,rural governance and skills upgrading and puts forward the following strategies: assisting rural education,and assisting knowledge first; developing rural culture to assist cultural poverty alleviation; interacting cooperatively and optimizing rural governance system; and providing technical support for agriculture and animal husbandry. It is concluded that to improve the endogenous driving force of poverty alleviation is the key to help ethnic minorities in Gansu Province to alleviate poverty.
