摘要
农产品的质量安全问题一直是政府及公众关注的焦点。近年来生鲜农产品电商迅猛发展,但对其产品和服务的监管尚未明确。通过对生鲜农产品电商的发展现状和监管主体进行识别,论述生鲜电商食品安全监管存在的问题,进而提出了基于社会共治的生鲜农产品质量安全社会共治监管框架,以政府、媒体、公众以及生鲜电商平台共同治理,实现对生鲜农产品电商的监管,重点建设运营信息平台和多区域组合配送冷链体系,这对于促进生鲜农产品电商可持续健康发展,确保生鲜农产品食品安全具有一定的现实意义。
The quality and safety of agricultural products has always been the focus attention of the government and the public. In recent years, the E-commerce of fresh agricultural products developed rapidly, but the regulation of its products and services were not clear. The paper firstly analyzed the E-commerce status quo of the development of fresh agricultural products and the main body of supervision, and then discussed the problem of fresh suppliers food safety supervision. Finally, the paper put forward the regulatory framework of fresh agricultural products quality and safety social governance based on co governance mode of the government, the media,the public and the fresh E-commerce merchant,in order to achieve the supervision of fresh agricultural products business, the combination of key construction operation information platform and multi-regional cold chain distribution system. This had a certain practical significance for promoting sustainable healthy development of E-electricity, and ensured the safety of fresh agricultural food.
