摘要
交通基础设施具有显著的外部性特征,是促进经济持续快速增长的"加速器",在减贫过程中发挥着不可替代的作用。文章利用2003~2013年南方集体林区13个省份的面板数据,选取交通密度值作为交通基础设施的代理变量,并运用三阶段最小二乘法(3SLS)解决了交通基础设施的内生性问题,实证检验了交通基础设施建设对林区减贫的影响。研究发现:在2003~2013年期间的南方集体林区,交通基础设施建设对林区减贫具有显著的正向影响,交通密度值每增加1%,人均GDP增加1.727%,农村居民人均纯收入增加1.341%。政府应加大林区交通基础设施建设,促进林区社会经济发展,实现林区贫困人口的脱贫致富。
Transportation infrastructure has an obvious externality,it is an"accelerator"to promote sustainable and rapid economic growth and plays an irreplaceable role in the process of poverty alleviation.The paper empirically tested the effect of transportation infrastructure construction on poverty alleviation in forest areas by selecting traffic density as proxy variable of transportation infrastructure and applying the three stages least square(3 SLS) method to solve the endogeneity of traffic infrastructure at the help of panel data of 13 provinces in Southern Collective Forest Areas from 2003 to 2013.The result showed that the traffic infrastructure construction had a significant positive impact on poverty alleviation in forest areas during the period from 2003 to 2013,and when the traffic density increased by 1%,the per capital GDP would increase by 1.727%, the per capital net income of rural residents would increase by 1.341%.Therefore,the government should increase the transportation infrastructure construction in forest areas in order to promote the social and economic development of the forest areas and achieve the goal of poverty alleviation in forest areas.
