摘要
社区生态旅游(CBET)聚焦于欠发达地区的生物多样性保护和当地社区权益,在国际社会已形成相对成熟、不断进化的知识领域,是边远乡村旅游可持续发展的重要形式。历经20年积淀,厘清CBET发展的中国本土化路径与特征既是对当下扶贫实践需求的呼应,又可为国际CBET研究提供中国经验。中国CBET特征包括:(1)外源性推进。从NGO外部推动向政府内在推进方向发展;(2)多源性发展。从国际流行的近景区-生态富集型CBET向自景区-文化富集型CBET拓展;(3)社区主导型强社区参与模式非主流,政府主导型依然为主流,但政府变革与权利界定已受关注;(4)以土地为代表的社区权益保护是中国CBET发展元问题;(5)CBET扶贫要坚持基于可持续生计的综合面向,并以国家生态旅游示范区建设促进贫困、文化富集型CBET发展。
Focusing on biodiversity conservation and sustainable development of the underdeveloped regions, community-based eco-tourism （CBET） has formed a relatively mature field of knowledge in the international community, and it is an important form of sustainable development of rural tourism. After 20 years of accumulation, clarifying the localization development of CBET in China is not only demanded by the current poverty alleviation practice, but also provides the international CBET research with China expe- rience. The features of CBET development in China includes ： （ 1 ） China＇s practice of CBET has the characteristics of exogenous pro-pulsion. （2） The development of CBET in China has the characteristics of multi-source. （3） At present strong community participation model is not the mainstream CBET development modes. （4） The protection of the rights and interests of the community as the representative of the land is a metaproblem of the CBET development in China. （5）CBET must adhere to the comprehensive oriented poverty alleviation based on sustainable livelihoods.
