摘要
基本公共服务均等化是我国全面实现小康社会目标的重要内容。本文选取山东省17个地市2005-2014的数据资料,从教育服务、医疗卫生服务、基础设施和社会保障四个方面构建指标体系,利用泰尔指数分析了山东省基本公共服务整体、区域之间和区域内部均等化水平,发现山东省整体均等化水平在提高,区域之间差距在缩小,区域内部还存在明显不均等现象。利用熵值法计算了各年份和各地市在基本公共服务各方面的综合得分,在此基础上对山东省基本公共服务均等化的空间演变进行了分析,研究发现山东省基本公共服务空间格局分布整体上是"北强南弱、东强西弱、中心突出"的局面。最后,根据实证测度结果提出了相关的政策建议。
The equalization of basic public services is an important part of China's goal of achieving a well-off society in an all-round way.This paper selects the 2005-2014 data of 17 cities in Shandong province,from the education services,health services,infrastructure and social security four aspects of constructing index system,analyzes the overall and regional basic public services in Shandong province and regional equalization level using the Theil index,Shandong province found that the overall level of equalization in improving in narrowing the gap between the regions within the region,there is obviously not equal phenomenon.The comprehensive score in all aspects of basic public services each year and around the city are calculated by using the entropy method,in Shandong province.Based on it,we analyse the evolution of the distribution pattern of basic public services in Shandong Province on the whole space is strong north south,East West,weak the center of outstanding'situation.Finally,according to the empirical results,this paper puts forward some policy suggestions.
