摘要
构建公共服务资源配置水平综合评价指标体系,利用泰尔指数、探索性空间分析法和空间杜宾模型,对2007～2016年31个省市公共服务资源配置水平、区域差异、空间格局及驱动机制进行分析。研究发现,样本期间各省市公共服务资源配置水平呈不同程度上升趋势,但整体水平不高,呈东强中西弱分布态势。公共服务资源配置水平的泰尔指数总体差异呈先缩小后扩大趋势,差异主要来源于区域内部。公共服务资源配置在省际尺度上具有显著的全局与局部自相关特征,高高集聚与低低集聚的趋同特征明显。空间杜宾模型检验表明公共服务资源配置水平空间上存在溢出效应;城市化水平、经济发展水平、财政支出对公共服务资源配置水平具有正向驱动作用,人口规模对公共服务资源配置水平具有负向驱动作用。
This paper establishes a comprehensive evaluation index system of resources allocation for public service and analyses the level of the resources allocation for public service, the regional differences, the spatial patterns, and the driving mechanisms within 31 provinces from 2007 to 2016 using Theil index, exploratory space analysis method and spatial Dubin. it can be seen from the research that during the sampling period, re- sources allocation for public service in all provinces shows an overall upward trend at different levels, but the overall level was not high, which presenting a distribution status of high level in the East and low level in the middle and the west. The general difference of Theil index of re- sources allocation for public service shows the trend of first narrowing then expanding. The differences mainly lies in the interior of the region. The allocation of public service resources has significant global and local autocorrelation characteristics at the provincial scale, and the convergence characteristics of high agglomeration and the low agglomeration are obvious. Spatial Dubin test indicates that there is a spillover effect in the spatial resources allocation for public service; Urbanization level, economic growth and fiscal expenditure bring a positive driving effect on resources allo- cation for public service while population size has a negative driving effect.
