摘要
近年来中国空气污染愈演愈烈,逐渐由核心城市的局地污染发展为地区性污染,且地区间差异显著。依据2015年城市PM_(2.5)、PM_(10)和O_3浓度是否达到国家二级标准,将37个重点城市划分为蓝天组、灰霾污染组和复合污染组,三类城市的环境空气质量依次恶化。为推动各地环境空气质量持续提升,中央应与各地方加强协作,构建本地化的空气污染治理模式。中央政府应全局规划空气污染治理对策,完善区域环保绩效考核制度。在中央统领下,蓝天组内地方政府应构建创新驱动机制;灰霾污染组内地方政府应改善煤炭为主的能源消费结构,推进空气污染治理市场化;复合污染组内地方政府应推进集约型城市化,健全环保法律体系。
In recent years, China＇ s air pollution has intensified, which gradually transformed from local pollution in core cities into regional pollution. Air pollution is significantly different between regions. In this paper, according to whether city＇s PM2.5, PM10 and 03 concentration meets the second grade of national standards, 57 major cities are divided into three groups, which were the blue sky group, haze pollution group and compound pollution group. The ambient air quality of three groups deteriorated in turn. In order to promote the continuous improvement of ambient air quality of each locality, the central authorities should strengthen cooperation with localities to build a localized air pollution control model. The central government should plan air pollution control measures over all and improve the evaluation system of environmental performance in regions. Under the command of the central authorities, the local government in the blue sky group should construct the innovation driving mechanism. The local governments in haze pollution group should improve the coal dominated energy consumption structure and promote the marketization of air pollution control. The local governments in compound pollution group should promote the intensive urbanization and improve the environmental legal system.
