摘要
随着我国社会的现代化转型,国家治理和教育治理日益倚重各项制度的颁布与实施。任何一项制度的顺利实施都需要制度规范对象对此制度的信任。制度信任可以从制度的连续性、制度理事能力、制度代理伦理以及仲裁与救济制度的配套等几个方面加以衡量与构建。综合素质评价作为我国深化教育领域综合改革的一项关键举措,目前已经制度化。然而,根据制度信任的衡量标准,综合素质评价制度在现实中明显遭遇到了信任危机。重建综合素质评价的制度信任需要加大相关政策的解释宣传力度,深化综合素质评价的理论研究,完善综合素质评价的配套制度,从而给民众一个稳定的、合理的预期,使他们易于接受并顺利实施综合素质评价。
The smooth implementation of any institution needs the trust of the audience. The institutional trust can be measured from institutional continuity, institutional capacity, the ethics of institutional agents and the supporting of arbitration and relief system. As a key measure of the deepening of comprehensive reform in the field of education, the evaluation of comprehensive qualities has been institutionalized. However, according to the several prerequisites of institutional trust, the evaluation of comprehensive qualities obviously suffered trust crisis in reality. To reconstruction institutional trust of the evaluation of comprehensive qualities needs to step up publicity efforts to explain the relevant policies, deepen the theoretical study of the evaluation of comprehensive qualities, accelerate the building of related system, thus give people a stable and reasonable expectations so that they willing to accept and smoothly implement the evaluation of comprehensive qualities.
