摘要
对于民族地区来说,产业发展是解决经济落后问题的关键,优化产业结构是提升产业核心竞争力的必然选择。从现实来看,民族地区客观存在产业结构不协调、科技创新驱动有限、GDP过度依赖传统产业等问题。国家需要根据民族地区产业特点制定有针对性的精准扶持政策,民族地区则需要进一步解放思想,站在全球经济一体化高度,根据产业发展规律实施错位布局、根据国家产业布局实施产业链延伸、根据产业内部结构实施重点创新、根据产业特征和发展实际谋求比较优势向先发优势转变、根据时代需求实施体制机制创新,进而加快推动本地区产业结构优化升级。
For ethnic minority areas, industrial development is the key to solve the problems of back- ward economy, so the optimization of industrial structure becomes an inevitable choice to enhance the core competitiveness of industry. Realistically, ethnic minority areas are confronted with problems such as an in- harmonious industrial structure, finite innovation drive of science and technology, as well as over-reliance of GDP on traditional industries. This paper holds that China should provide targeted supporting policies based on the industry characteristics in ethnic minority areas, and accelerate the optimization and upgrading of the regional industrial structure l meanwhile, these areas should 1） further open minds and see things from the perspective of global economic integration, 2） stagger the regional industrial layout in accordance with the law of industry development, 3） extend the industrial chain according to the national industrial layout, 4） implement the key innovation according to the industry internal structure, 5） accomplish the shift from a comparative advantage to the prior advantage according to industry characteristics and the actu- al development, 6） realize the institutional mechanism innovation according to the requirements of the times.
