摘要
进入21世纪以来,全球粮食供给状况得到较大改善,而非洲地区粮食安全状况严峻,是世界上唯一粮食不足人口持续上升的大陆。为此,非洲国家提出旨在通过发展农业消除饥饿与贫困的农业发展战略——《非洲农业综合发展计划》,它现已成为国际社会与非洲农业与粮食安全合作的政策文件。基于《非洲农业综合发展计划》,中国应把保障非洲国家的粮食安全作为中非农业合作的重点,帮助非洲国家提升农业技术水平,提高其自身农业发展与粮食安全保障能力。
Since the 21^(st) century,progress continues in the fight against hunger all over the world,yet an unacceptably large number of people still lack the food in Africa.It is the unique continent where food insecurity population continues to rise. Based on the situation,African countries raised 'Comprehensive Africa Agriculture Development Programme'( CAADP) in order to eliminate hunger and poverty by agriculture development. Under the framework of Africa's agricultural strategy,China should put the issue of Africa's food security in the important position in the field of agricultural cooperation,and try to improve its agricultural development capability and food security ability by helping African countries enhance the level of agricultural technology.
