摘要
目的应用德尔菲法建立公共卫生人员核心能力评价指标体系,为进一步加强公共卫生人员能力建设提供依据。方法综合文献研究和专家讨论拟定评价指标体系初稿,选择专家采用Delphi法对公共卫生人员应具备的核心能力进行两轮专家咨询。结果专家积极性较高,两轮问卷回收率分别为91.3%和90.5%,权威系数为0.88和0.85,专家意见协调系数为0.194和0.181(P〈0.05),各评价指标的变异系数为0.05~0.23。建立了由业务能力、科研能力和综合能力3个一级指标及23个二级指标构成的公共卫生人员核心能力评价指标体系。结论建立的评价指标体系较稳定可靠,专家意见较集中,为公共卫生人员核心能力评价提供了参考依据,从而有助于进一步提高公共卫生人员综合素质。
Objective To establish the evaluation indicator system for the core competence of public health professionals and provide guidances about how to further strengthen the core competence. Methods The manuscript of evaluation indicator system was established based on literature review and expert discussion. 2-rounds Delphi process were conducted after the selection of consulting specialists. Results The specialist participating level was high and the response rate of 2-rounds of Delphi were 91.3% and 90.5% respectively. The specialist authority coefficient were 0.88 and 0.85.Meanwhile, the Kendall' W for the importance and necessity of indicator were 0.194, 0.181 respectively( P〈0.05), and the CV for each indicator ranged from 0.05 to 0.23. The final indicator system was consisted of 3 first-class indicators(professional ability, research ability and comprehensive ability) and 23 second-class indicators. Conclusion The indicator system established in the study has good reliability and feasibility, and the specialists' opinions are consistent,which could provide reference basis for the evaluation of public health core competences and contribute to further improvement of public health professionals' comprehensive quality.
