摘要
总结国内外海绵城市建设的理论与实践,针对当前国内相关研究缺乏的现状,提出海绵城市建设绩效评价主要应当解决指标权重与绩效赋值的有效性问题。基于群组评价理论对上述两环节的群组一致性进行研究,引入"平均距离共识度"及"P阶调和算术均值"分别修正指标权重及绩效赋值的群组内部偏差,保证专家个体评分的可信,最终确定海绵城市建设绩效水平。
This paper reviewed the theories and practices of the sponge city construction at home and abroad, and put for- ward that the performance evaluation should improve the effectiveness of index weight and performance assignment in view of the lack of related domestic research. To ensure the credibility of experts individual scores and finally determine the con- struction performance level of sponge city, we studied the group consistency of the above mentioned based on the group e- valuation theory, and introduced the average distance consensus degree and P - order symmetric mean ratio to amend the deviation of index weight and performance assignment. A case study is presented to verify the feasibility and validity of the evaluation method.
