摘要
海绵城市建设评价是多专业技术融合和多部门管理协同的迫切需求。采用文献调研、专家研讨、实地走访、监测检测等方法,开展了海绵城市建设评价方法的研究,提出了海绵城市评价应遵循确定评价对象、确定评价内容、选用评价方法、评议建设效果、形成评价结论的过程;对适用于不同评价指标的资料核验、现场核查、监测分析、公式核算、模型模拟、人员评议方法进行了比选并提出了推荐建议;对专家评议和公众评议法及评价结果的表达进行了阐释,并对评价方法的发展进行了展望和预测。
Sponge city evaluation is the urgent need of multi-specialty technology integration and multi-department collaboration.In this study,methods such as literature research,field visits,monitoring and testing were adopted.The evaluation method of sponge city construction is studied.We propose that sponge city evaluation should follow the process of determining evaluation object and content,selecting evaluation method,evaluating construction effect and forming evaluation conclusion.The methods of data verification,on-site inspection,monitoring and analysis,formula accounting,model simulation and personnel evaluation applicable to different evaluation indexes are compared and selected,and some recommendations are put forward.The method of expert consultation and public evaluation and the expression of evaluation results are explained.The development of evaluation methods is forecasted and prospected.
