摘要
我国乡村治理是在农村公共事务管理实践与治理理论相结合过程中逐步完善发展起来的。从发展趋势上看,我国乡村治理大致上沿着治理手段由礼治向法治转变、治理结构由双轨向多元迈进、治理途径由阶级到社区转变的脉络发展。要顺应乡村治理的发展趋势,提高乡村治理的现代化水平,需要解决好目前农村改革普遍面临的发展定位模糊、乡镇治理能力弱化、精英式治理的缺陷、资本加剧外流等现实问题。针对这些问题要及时进行思路调整和创新,进一步明确农村发展定位、重塑基层治理能力、强化组织和制度建设,健全资本回流机制,以促进乡村治理整体水平的提升。
The rural governance has been gradually developed and improved in the course of the combina- tion of management of rural public affairs and managing theories. In terms of development trend, our rural gov- ernance changes from rule of rite to rule of law in governing method, from double-track governing structure to diversified governing structure, and from the class to the community in governing route. For the time being, there are many practical problems in rural reform such as the unclear development orientation, weak capacity of rural governance, defaults of elite governance and accelerated drain of capital. And to conform to the devel- opment trend of rural governance and improve the modernization of rural governance, these problems must be solved properly. To solve these problems, we must adjust our methods and carry on innovation to clarify the de- velopment orientation, reshape the governing capacity of the grass-roots, strengthen the organization and sys- tem building, improve the mechanism of the reflow of capital.
