摘要
生态补偿的实质是各主体之间的利益协调,损失的利益通过各种权益得到回报,补偿机制才算有效。因此,明确利益主体的利益损失和权益获得,在生态补偿不同阶段考虑主体的利益诉求而制定阶段性实施的重点,是现有生态补偿实践中最容易忽视的环节,也是生态补偿机制有效实施的关键。
The essence of ecological compensation is the interest coordination between different subjects, the loss of benefit and rights of interests through a variety of rewards and compensation mechanism in order to be effective. Therefore, clear interests subject between the loss and the rights and interests, in the different stages of ecological compensation to consider the interests of the principal appeal for the focus of the phased implementation, is the most easily neglected part of the existing ecological compensation mechanism, and it is the key to effective implementation.
