摘要
当前,农业生态环境问题已经引起了社会各界的普遍关注,农业生态补偿即是运用经济手段保护农业生态环境的重要措施。实施农业生态补偿政策的实质就是为完善和确保农业生态补偿顺利运行所进行的政策安排。文章在阐述我国农业生态补偿政策现状的基础上,从政策制定、政策执行及政策支撑三方面对当前农业生态补偿政策存在的问题进行分析,并构建了我国农业生态补偿政策的理论框架,提出了我国农业生态补偿政策的运行路径。
At present, the agro ecological environment problems have been caused widespread concern all sectors of society, agriculture ecological compensation is an important measure to use economic means to protect agricultural ecological environment. The essence of agricultural ecological compensation policy is arranged to improve and ensure the smooth running of the agricultural ecological compensation policy. Based on the status quo of China＇s agricultural ecological compensation policy, from the policy formulation, policy implementation and policy support three aspects of the existence of the current compensation policy of agricultural ecological problems are analyzed, and constructs a theory frmework for the compensation policy of China agriculture ecology, and proposed the running path of our agro ecological comoensation oolicv.
