摘要
建立新型政商关系亟需治理"权""利"合谋行为。政商"权""利"合谋行为的主要表现:民营企业家与公职人员建立非理性私人联系,重要事项以利益诱惑为手段的"政商合谋"现象,以各种方式寻求政治代言人结成固化的"政商利益联盟"等。成因主要包括:"官本位"和"抑商"的传统文化,人的逐利性本能在市场经济条件下的膨胀,改善政治地位和经济基础的非理性契合,市场运行机制不完善的制度缺欠,隐蔽性与低成本致使禁而不止。治理政商"权""利"合谋行为的路径选择有:建立界面清晰、简约的公共权力体系,建立公共权力在阳光下运行的社会机制,建立公正廉洁的公职人员队伍,建立民营企业家的正面引导与激励机制,建立加大政商"权""利"合谋机会成本的法纪制度。
Constructing new government-business relations calls upon immediately tackling power-profit complicity.The complicity demonstrates itself in the following aspects:irrational private correlation between businessmen from private sectors and officials from public sector,the existing phenomenon of 'collusion between politics and commerce' for lucrative profits in terms of significant issues,and various attempts to seek political representatives for the consolidation of 'government-business alliance' etc.Their relevant causes include the tradition of 'government dominance'and 'business restraint',the inflation of human's innate 'profit-driven' nature in market economy,the unreasonable concurrence of improving political status and economic basis,the institutional defects of a market mechanism,and the repetition of collusion attributed to the elusiveness and low costs.Effectively tackling power-profit complicity relies on the built-up of a clear-cut and concise system for regulation on public powers,the establishment of a social mechanism to ensure the operation of public power in a sound and transparent system,the assembling of an army of officials abiding by the principle of integrity and honesty,the foundation of a mechanism which leads and motivates entrepreneurs from private sectors in a positive way,and the built-up of institutions which regulates disciplines by law to aggravate the opportunity costs for collision of power and profit.
