摘要
用发展型国家理论分析政商关系最早开始于对于东亚国家和地区的研究。基于发展型国家模式分析,对我国传统的政府主导型政商关系应采用多样化的研究方法。短期内的历史模式变迁分析与利益分析,可以完善我们对我国政府主导型政商关系的理解。进一步研究我们发现,政府主导型政商关系产生了一个重要外溢效应,即政府规模的扩张对经济发展产生何种影响?对此,国际比较经验的基本规律是,政府规模与经济发展呈现倒U形关系,即在经济发展阶段较低时期,政府规模的适度扩张有利于经济发展;然而一旦超过某个"临界点",政府规模的继续扩大无益于经济的进一步发展。这对通过政府规模与经济发展关系研究我国政府主导型政商关系,具有重要启示。
The Developmental State mode has made profound effects on the Government-business relation in East Asian countries and districts. Based on this,the studies on the traditional Government-business relation in China should be diversified to such as the short-term historical mode change analysis and the interest analysis,in order for the further comprehension of the Government-led Government-business relation in China. Further,one of the important spill-over effects of the Government-led Government-business relation is to what extent does the government scale influence the economic growth? The basic law drawn from the international comparative experience is that the government scale and the economic growth have the inverted-U relation,namely,the former benefits the latter whilst the national economy stays low,yet the former does not remain beneficial for the latter when the government scale expands to some one particular ‘critical point’. The conclusion marks of great importance,in terms of the government scale and the economic growth relation,to the studies on the Government-led Government-business relation in China.
