摘要
构建京津冀高技术产业技术创新效率评价模型与体系,基于综合效率、纯技术效率、规模效率、规模报酬以及投影分析五个视角,从横向和纵向两个层面对2005年—2012年京津冀高技术产业技术创新效率进行静态与动态分析。结果发现,天津高技术产业整体技术创新效率最高,河北最低;具体行业技术创新效率三地区各有差异。最后对各评价结果进行分析,并从政府、产业、企业三个层面提出提高技术创新效率的建议措施,以达到创新资源优化配置。
This paper constructed a model and system about technological innovation efficiency of high-tech industry of Beijing-Tianjin-Hebei,based on overall efficiency,pure technical efficiency,scale efficiency,scale reward and projection analysis,then made an analysis from static and dynamic based on the data from 2005 to 2012 of technological innovation efficiency of high-tech industry of Beijing-tianjin-hebei from horizontal and vertical aspects. The results showed that technological innovation efficiency of high-tech industry of Tianjin is the highest and the efficiency of Hebei is the lowest. There are various differences in technological innovation efficiency of the specific industry of three areas. Finally,based on the evaluation results,the paper put forward measures to raise the technological innovation efficiency from three aspects: government,industry and enterprise in order to achieve the purpose of optimizing the allocation of innovation resources.
