摘要
如何促进地方公共决策的有效参与,是实现地方决策科学化、民主化的重要课题。近年来,浙江省温州市以民间智库为载体的开放式公共决策实践活动对此作出了积极探索。温州的实践表明,政策议题的性质(政策质量要求和政策可接受性)、地方领导者的民主风格和治理智慧、公民的参与意愿和能力、政策守门人的主观能动性是影响和判断地方公共决策有效参与的主要变量,地方政府应积极检视并补齐自身短板,有效促进地方公共决策的有效公民参与。
How to promote effective participation in the process of local scientization and democratization of local public decision - public decision - making, is an important topic for making province has made a positive exploration on this issue by its citizen sion - making Recent years, Wenzhou city of Zhejiang participation practice in open public deci- with social think tank as a carrier. The practice of open public decision - making in Wenzhou shows that the nature of public policy issues （requirement for policy quality and acceptability of policy options）, local leaders＇ democratic style and governance wisdom, citizen＇ s participation willingness and ability, gatekeeper＇ s subjectively initiative, are main variables which influence and determine the effectiveness of citi- zen participation in local public decision- making nesses, effectivelv promote the local effectiveness .Local government should examine and remedy those weaknesses, effectively promote the local effectiveness of citizen participation in public policy decision - making.
