摘要
本文基于命令控制型和市场激励型环境规制政策视角,以我国30个省区2003~2011的数据资料为样本,采用面板数据分析模型,实证分析环境规制对绿色技术创新的影响。研究发现:不论将环境规制作为外生变量还是考虑内生性,两类环境规制对绿色产品创新和绿色工艺创新都具有显著的激励作用,但是其他控制变量的影响存在差异。分区实证结果表明,环境规制对绿色技术创新的影响表现出较明显的政策差异和地区差异。因此,为了提高环境规制的绿色技术创新补偿效应,应制定灵活多样的环境规制政策和适当的环境规制强度,并考虑地区差异性和绿色技术创新策略的差异化。
From the perspective of command and control type environmental regulation and market-based incentive environmental regulation policy,taking 2003-2011 data of 30 provinces in China as samples,environmental regulation impact on green technology innovation is studied with panel data analysis model. The research results indicate whether take environmental regulation as exogenous variable or endogenous variable,two kinds of environmental regulation have significant incentive influence on different kinds of green product innovation and green technology innovation,but the effects of other control variables show different effects. Through empirical study of different regions-eastern,central and west,the results show that the influence of environmental regulation on different kinds of technological innovation presents more obvious policy differences and regional differences. In order to improve the green technology innovation offsets of environmental regulation,flexible environmental regulation policies and appropriate regulation intensity should be made,and the region difference and the differentiation of the green technology innovation strategy must be considered.
