摘要
通过分析与构建政府形象识别系统的必要性和具体导入模式指出,目前是我国各省级地方政府导入形象识别系统的最佳时机,并从理念识别、行为识别和视觉识别等三个方面提出了地方政府应该借助国家推进改革,将城镇化发展战略与"群众路线"等政府品牌行为结合起来,创新政府形象识别系统的策划方案。以基于公共价值的政府绩效治理理论为框架,结合具体的实践案例指出,政府形象的塑造和传播应该重视公共价值的沟通和调解过程,提出了政府形象绩效评价的概念。
T his paper analyzes the necessity of constructing the image system for government , and points out it is the best time for Chinese local governments to set up the image system . This paper , from concept , action and visual aspects , suggests that provincial governments should integrate their distinctive actions such as the mass activity with the new urbanization policy , so as to establish an innovative GIS plan . Finally , this paper uses the public value as performance governance framework to illustrate that the establishment and communication of local government GIS should strengthen the process of public value expression and mediation , and raise the concept of government image performance measurement .
