摘要
情报失察研究多见于国家重大安全事件以及企业竞争。文章基于情报失察理论,认为情报失察会影响到突发事件的应急决策。介绍了突发事件情报失察的基本概念,认为造成突发事件情报失察主要有三大原因:情报主体的认知偏差;突发事件信息系统的缺陷和协同问题;突发事件"情报文化"的影响。并就此提出三条对策建议:提高情报主体的认知能力;构建突发事件多信息系统的协同架构;强化政府主导与多元主体的协调沟通。认为从情报视角研究突发事件应急决策有其可行性,而情报失察需要引起更多的关注。
Intelligence oversight research is seen more in national major security events and enterprise competition.Based on the theory of intelligence oversight,this paper thinks that intelligence oversight may affect the emergency decision-making.The paper introduces the basic concept of emergency intelligence oversight,and puts forward 3 main reasons which may cause emergency intelligence oversight：intelligence subjects＇ cognitive biases,defects and collaborative problems of emergency information system,and the influence of ＂intelligence culture＂of emergency.To solve these problems,the paper puts forward 3 countermeasures：improving the intelligence subjects＇ cognitive ability; constructing the collaborative architecture of emergency information system;strengthening the government leading status and enhancing the communication and coordination of multiple subjects.The paper believes that there is feasibility for the research on emergency decision-making from the perspective of intelligence,and emergency intelligence oversight needs to devote more attention.
