摘要
大数据时代,妥善处理好公共危机事件,对维护我国国家安全、社会和谐稳定具有深远意义。基于文献研究法、案例研究法,借助"情景—冲击—脆弱性"分析框架对群体冲突类的内蒙古"5·11"事件、自然灾害类的汶川大地震及公共卫生事件类的瑞丽市新冠肺炎疫情三大危机事件进行脆弱性分析,剖析大数据时代地方政府公共危机治理发展路径。研究表明:大数据时代公共危机特殊性及危机治理特殊性,赋予公共危机治理研究独特的技术价值和人文价值;对三案例的"情景—冲击—脆弱性"分析结果反映我国地方政府危机治理的模式自控制式、碎片式治理逐步走向数据助推式治理,治理模式下的大数据技术应用程度逐渐提高。针对于此,大数据时代地方政府公共危机治理应持续发力,从"主体—能力,机制—弹性,资源—适应性"角度探索一条极具地方特色的本土化危机治理发展新路径,实现科层制治理向大数据治理的转变。
In the era of big data,it is of great significance to properly handle the local government’s public crisis events to maintain the unity of national security and the stability of society.Based on literature research and case study,analyzing the vulnerability of the three major crisis events namely,"5.11"incident of group conflict in Inner Mongolia,Wenchuan Earthquake of natural disaster and prevention of COVID-19 Pandemic in Ruili by means of framework of"scenario-impact-vulnerability"analysis,then probes the development path of local government’s public crisis governance in big data age.The research shows that the particularity of public crisis and crisis governance in big data era endows the study of local government’s public crisis governance with unique technical value and humanistic value;The analysis results of"scenarioimpact-vulnerability"in three cases show that the self-control system of crisis management in ethnic areas of China and the fragmented governance are gradually moving towards data-booster governance,and the application degree of big data technology in each governance mode is gradually improved.In view of this,the local government’s public crisis management in the big data era should continue to make efforts to explore a new path of localization crisis management with national characteristics from the perspective of"subject-ability,mechanismelasticity,resource-adaptation",to realize the transformation from hierarchical governance to big data governance.
