摘要
基于任海教授《国际奥委会演进的历史逻辑——从自治到善治》分析奥林匹克运动因世俗化、商业化和现代化带来的问题,并引出全球体育善治的2条"暗线"。(1)早期的奥林匹克精神吸收并发扬了部分基督教教义,顾拜旦对奥林匹克主义赋予一种成为"超越宗教的"道德制衡力量的期望,这种期望在历届国际奥委会制定的组织愿景和组织战略中逐渐走向消弭,导致奥林匹克运动从神圣道德走向了世俗道德,价值认同层面的混乱产生组织内部的混乱。(2)随着公民政治参与意识的崛起,夹杂着民主、自由等普世价值诉求的社会运动已经成为"政府—社会关系态势"中不可忽视的主要政治力量。反大型体育赛事作为社会激进运动浪潮波及奥林匹克运动,并冲击国际体育秩序。抗议焦点不仅涉及全球性体育组织结构问题,还对体育非盈利组织的民主化、透明化等治理议题进行追问。研究认为,体育善治作为当前国际体育秩序重整的新起点,从哲学、政治学、管理学以及组织行为学等多学科维度提出了国际体育组织治理之路,具有很强的针对性。国际奥委会依托善治理念,从组织价值、组织结构、组织规范等不同层面准备着手进行的改革,具有危机意识和操作性。国际奥委会在普世价值与精英体育伦理、民主机制与精英自治等宏观战略管理理念上的抉择,将成为形成未来全球体育新秩序的关键。
Taking Professor Ren Hai＇s Historical Logic of the IOC＇s Evolution：from Autonomy to Good Governance as a clue,this article analyzed the con-temporary difficulty under secularization,commercialization and modernization in Olympic Games,also underlined two issue about good governance in globesports：Firstly,the early Olympic spirit absorbed some of the Christian doctrine,Jean-Pierre de Coubertin insisted on Olympicism endowed with moral coun-terweight which ＂beyond religion＂. This expectation in the previous IOC organizational vision and organizational strategy were developed to eliminate gradual-ly,which leading to the Olympic movement and IOC became Confusion. Secondly,with the rise of citizen participation in the political consciousness,socialmovement mixed with the universal values had become a ＂government- social situation＂ in the main political force which had to be reckoned with. Antimega-sports events as a wave of social activism spread the Olympic Movement,which not only focused on organization system,but also questioned democrati-zation and transparency,etc. Based on the discipline of philosophy,public management,administration and organizational behavior,etc.,good governancein sports will be a new starting point for future global sports order. Studies suggest that International Olympic Committee complete the reform not only dependon the clear strategy,but also depend on how reinforce good governance in practice.
