摘要
对奥运遗产进行良好的治理是发挥奥运遗产价值的重要途径,也是衡量一座城市办奥水平的重要参考标准。随着国际社会奥运遗产研究热的兴起,奥运遗产在规划不当、监测不力等方面的弊端显现出来,制约着奥运遗产的发展。采用文献资料法,以文化遗产管理体制框架的“三个要素”“三个流程”“三个结果”为纲要,系统梳理文化遗产管理过程的既有经验,同时,对奥运遗产治理在制度、法律框架、治理流程等方面存在的不足与缺陷进行总结,提出奥运遗产治理应追求最大效益,改善奥运遗产治理制度;加强制度规约,细化奥运遗产法律体系;优化供给模式,拓新奥运遗产治理资源;探寻科学方案,优化奥运遗产治理流程;倡导客观评价,正视奥运遗产负面成果。
Good governance of the Olympic legacy is an important way to give play to the value of the Olympic legacy,and also an important reference standard to measure the level of a city hosting the Olympic Games.With the rise of research on Olympic legacy in the international community,the disadvantages of improper planning and ineffective monitoring of Olympic legacy appear,which restrict the development of Olympic legacy.This paper systematically analyzes the existing experience in the process of cultural heritage management based on the“three elements”,“three processes”and“three results”of the institutional framework of cultural heritage management through the method of literature review.Besides,it summarizes the deficiencies of the Olympic legacy governance in terms of system,legal framework and governance process,and suggests that Olympic legacy should pursue the maximum benefits and the improvement of the Olympic heritage governance system;strengthen the system regulations and refine the legal system of Olympic legacy;optimize the supply mode and expand the resources of Olympic legacy governance;explore scientific plans and optimize the governance process of Olympic legacy;and advocate objective evaluation and face up to the negative achievements of the Olympic legacy.
