摘要
行政权力的转移必将带来行使主体的改变,进而带来权力实质与载体的改变。本研究试图从政务、商务和社务的边界勘定出发,通过对政府如何握有以及握有哪些市场和社会的本职分析,探讨本该由市场和社会掌握的权力在回归其手中之后的定性与载体问题,以期回答政府在职能转变中向市场和社会转移的究竟是什么,这一当前政府职能转变急需在理论和实践中解决的现实问题。
The transfer of administrative power will inevitably lead to change the subject of power,which will further change its essence and carrier. Proceeding from the border of administration,business and social affairs,this essay attempts to discuss the essence and carrier of power after being returned to its original owner- market and society by means of analyzing what power government has and how government has it. In such,it aims to answer what government shall transfer to market and society through its functional transformation,which is the issue that the concurrent government needs to deal with urgently in theory and practice.
