摘要
针对当前我国体育管理体制存在的“管、办、做”合一的问题,论证了国家体育管理体制改革应分两步走:先从举国体制向纵向和垂直分化的国家与社会结合体制过渡,然后逐步向水平分化的国家管体育、社会办体育的新体制变革。
Admdinistration and operation mixed togethher in governmental sport management has iong been aproblem existed the sport management system in China It is suggested in this paper thar the reform of the governmental sport management system should be pushed forward in the following two steps: transition from the state control system to the system of the state and society conobinatioin, and then gradually to a new system sports administrated by the state, and operated by society.
