新区域主义视野下京津冀协同治理及其制度创新被引量：15

摘要进入新世纪以来,伴随着城镇化进程的加快,"城市群"作为城镇化的主体形态成为国家发展战略和治理体系现代化的重要组成部分。其中,京津冀城市群协同治理更上升为国家战略,当下亟须进行顶层设计和制度创新。新区域主义理论突破了传统府际关系中的政府管理思维和管制模式,在顶层设计方面提出了在中央层面成立高级别的区域发展协调机构、地方政府间的行政协议等制度创新。当然,新区域主义理论在京津冀协同创新中的适用性仍有待实践检验,路径优化仍然面临多种可能性。
